Property development and management is Rob Gothier’s passion; one that inspired him to build J.C. BAR Properties from the ground up, and to be known as the partner of choice for client’s seeking creative solutions to complex strategies. As President of J.C. BAR Properties, Rob inspires his team to seek non-traditional, non-cookie-cutter approaches to all aspects of the construction and property management process. He maintains a hands-on, visible presence in the office and in the field, and is proud of the enduring relationships his team has built over the years.

Specifically, Rob is responsible for the coordination of the J.C. BAR’s development, brokerage, and asset management services. Active in strategic and financial analysis, zoning, leasing, and project financing, Rob is recognized as a developer willing to take on complex projects with an attention to detail that brings quality and superior service to each project.

Jason A. Mitchell

Executive Vice President/General Counsel

Attorney Jason Mitchell serves as the legal backbone of J.C. BAR Properties. Managing land development projects including acquisition, contract negotiations, permits, and construction management, Jason brings a fervor to the process that is unmatched anywhere else in the Mid-Atlantic region.

Jason is a lifelong fan of his alma mater, the University of Pittsburgh, where he earned both a Bachelor of Science degree in Political Science, and a Juris Doctorate from the University’s School of Law. He is a longstanding member of the American Bar Association (ABA), the Pennsylvania Bar Association (PBA) and the Cumberland County Bar Association (CCBA).

When he’s not attending University of Pittsburgh sporting events, Jason enjoys music, cooking, and travel with his wife and two sons.

Robert L. Anderson

Vice President, Development

Bob Anderson is a seasoned professional with more than thirty-five years of experience in commercial real estate, specializing in site selection, finance, design, construction, location research, property management, and asset management. He brings a wealth of experience in new-store and shopping center development and expansions, on-site replacements, redevelopment, and active portfolio management. Bob recently retired from Giant Food Stores, Inc., (part of Ahold USA – Retail Group) where he held the position of Executive Vice President of Real Estate and Construction.

Bob resides in Enola and enjoys hunting and fishing.

Justin Shoemaker

Director of Development

Justin Shoemaker brings fifteen years of commercial brokerage experience to the team of J.C. BAR Properties. He has a solid track record working with a variety widely recognized regional /national retailers and commercial users facilitating acquisitions, and long term store planning. At J.C. BAR, he is a client’s point of contact responsible for site selection, market penetration strategies, project due diligence, and contract negotiations.

He is graduate of Shippensburg University with a BS in Business Administration including dual majors in real estate and finance. He is a member of the International Council of Shopping Centers and the local, state, and national Association of Realtors.

Justin enjoys spending time skiing, golfing, and traveling when he isn’t spending all his leisure time with his wife Jessica, son Owen and daughter Samantha at their home in Dillsburg.

Cathy Painter

Executive Assistant to the President

Cathy holds the position of Office Manager and Executive Assistant to Mr. Gothier at J.C. BAR Properties, Inc. She oversees all office administrative functions and provides a broad array of support to the president including the management of transactions, scheduling and maintaining all business and personal appointments, preparation of contracts, and scheduling of travel.

Cathy has been with the company since it was founded in 2006

She lives in Mechanicsburg along with her husband and enjoys traveling, sailing, and spending all of her free time with her daughter and grandson.

Sam Barbush

Sam Barbush

Project Coordinator

Sam’s significant experience in logistics and operations is a great asset to the team at J.C. BAR. As commercial real estate specialist and project Coordinator, Sam directs daily site activity, manages timelines and schedules with municipalities and zoning authorities, works with engineers to finalize site plans, and serves as the CVS liaison for developers presentation packages. Sam's position at J.C.BAR allows him to be the client's point of contact, responsible for site selection, market penetrations, project due diligence, and contract negotiations.

Sam is a 1984 graduate of Clarion University, with a Bachelor of Science in Computer Analysis and Information Systems. He is committed community leader and high school football coach who has led his team to multiple district gold titles and state championships. Sam resides in Etters with his wife Dawn and daughter Alexa. Heenjoys all sporting events and travel, but most of all enjoys spending time with his family.

Helen Latchford

Property Manager

Helen Latchford has over 30 years of combined knowledge and experience in Corporate Real Estate, Facilities, Property Management, Business Administration and Procurement. Helen has worked in both large corporate and smaller entrepreneur environments revolving around these business units. She has an extensive relationships with all levels of landlords, vendors, contractors, brokers, property management firms, constructions firms, and architects throughout the US and Canada.

Helen holds the position of Property Manager, who is overseeing a portfolio of shopping center properties in the Central Pennsylvania and Maryland areas. In addition, Helen also supports various retail and residential properties. She has been a member of IFMA for over 13 years and became the first Chair of BOMA of Central Pennsylvania in 2010, a newly organized local unit of BOMA International.

Helen Latchford and her husband Greg of 39 years, live in the Central Pennsylvania area and have two grown children Jennifer and Troy. They are also the proud grandparents of (3) grandsons.

Doug Pugh

Doug Pugh is a commercial real estate agent with J.C. BAR Properties. He began his real estate career in 1997. His experiences across multiple disciplines have provided him with opportunities to assist a diverse range of clients and develop a personable approach to providing the following: market analysis, comprehensive site selection, lease initiation and renewal negotiations, acquisition and disposition services. Doug is committed to nurturing client relationships and providing the most beneficial solutions to meet his clients’ needs.

Doug is a 1987 graduate of Shippensburg University, where he played football and wrestled while earning a Bachelor of Science degree in Secondary Education. Doug resides in Lewisberry and enjoys coaching, hunting, and watching his daughter play volleyball.

Steven Fleming

Director of Development

Stephen Fleming, P.E. oversees site identification, acquisition, due diligence, permitting and construction phases for our clients. With over 14 years of public and private engineering experience, along with real estate sales and management experience, he brings a unique blend of skill sets that bridge the technical and business aspects of development projects.

Steve is a graduate of Penn State University with a Bachelor of Science in Structural Design and Construction Engineering Technology, a Professional Engineer and Realtor (GHAR).

He resides with his family in Lewisberry, PA. He enjoys spending his time outdoors and traveling.”

Crystal Kissinger

Project Manager

Crystal Kissinger has been with J.C. Bar Properties since January of 2014, and serves as Project Manager. She works directly with engineers and architects to oversee site plans, prepares developer presentation packages, and ensures each deal is on schedule and within budget. Her main focus is to consistently exceed client expectations on every aspect of site development. She has Associate’s degrees in Paralegal and Business Administration. Crystal’s previous employment in the legal field adds to her skill set and ability to manage complex real estate projects.

Crystal lives in Lancaster and enjoys spending time outdoors and traveling.

Kathy Depietress

Executive Assistant to Jason Mitchell

Kathy holds the postion of Assistant to Jason Mitchell and accounting assistant at J.C. BAR. Her responsibilities include a full array of administrative functions from accounts payable processing to transactional scheduling and management support.

She has been at J.C. BAR Properties since February 2015

Kathy lives in Hampden Township along with her husband of 13 year and their two beautiful children Savannah and Anthony. She enjoys watching them play baseball/softball and basketball. Her family is her life.

Daniel Wallace

Project Manager

Dan Wallace is a seasoned Real Estate Development Professional and Licensed Salesperson with over 30 years of experience in all facets of the Industry. He’s worked, nationwide, in Corporate Real Estate Departments for Retailers, Restaurants, Food Stores/Gasoline, Seniors Housing, Child-Care, and Banks. His project management expertise in obtaining Municipal Approvals on time and within budget is a result of building strong relationships with local Government and Community Officials. Dan’s attention to detail and a “get it done/close the deal” attitude are guiding principles in his professional life.

Dan is a proud graduate of Penn State University and a Football Letterman, actively involved in alumni events. He is a member of ICSC, MASITE, Realtor Associations and numerous professional associations and public private partnerships. Dan is married, has 2 grown sons and a grandchild.
